The Oriental Medicine Association

Welcome

Not long ago in a land that is now only hours away, Oriental Medicine was simply medicine. We have evolved this medicine in New Mexico. We honor tradition and value diversity. We respect the medical freedom of choice that is essential for doctors to help heal their patients. We encourage the evolution of this medicine so that our patients and our grandchildren will enjoy superior healthcare.

Since our inception in 1979, we have created the best environment in the nation for Doctors of Oriental Medicine to do their work. As a result of our work, D.O.M.s in New Mexico enjoy the best scope of practice and medical insurance laws in the land. Here are a few examples.

ACCOMPLISHMENTS IN NEW MEXICO

Scope of Practice Laws
• D.O.M.s are authorized to practice all aspects of traditional and modern oriental medicine. (61-14A-3.E. NMSA 1978)
• D.O.M.s are licensed as physicians. (61-14A-3.C. NMSA 1978)
• D.O.M.s are licensed as primary care providers. (61-14A-3.C. & F. NMSA 1978)
• D.O.M.s are licensed to diagnose, treat and prescribe for the prevention, cure or correction of any disease, illness, injury, pain or other physical or mental condition. (61-14A-3.E. NMSA 1978)
• D.O.M.s have prescriptive authority for all herbal medicines, homeopathic medicines, vitamins, minerals, enzymes, glandular products, natural substances, natural medicines, amino acids, dietary supplements and nonprescription drugs. (61-14A-3.G.(2) NMSA 1978)
• D.O.M.s are licensed for an extensive scope of practice that includes diagnostic testing and an array of therapeutic options, including massage, manipulation and other physical medicine procedures, as well as dietary and lifestyle counseling. (61-14A-3.G. NMSA 1978)
• Acupuncture performed by D.O.M.s is defined as a surgical procedure. (61-14A-3.A. NMSA 1978)
• D.O.M.s are the only healthcare practitioners in New Mexico authorized to perform acupuncture. (61-14A-6.A. NMSA 1978)
• D.O.M.s are authorized to supervise certified auricular detoxification specialists. (61-14A-4.1. NMSA 1978)
• D.O.M.s licensed for expanded practice have prescriptive authority for a number of dangerous drugs and controlled substances. (61-14A-8.1. NMSA 1978)
• D.O.M.s licensed for expanded practice are authorized to perform injection therapy, intravenous therapy and bioidentical hormone therapy. (61-14A-8.1. NMSA 1978)
• D.O.M.s are defined as “practitioners” in the Drug, Device and Cosmetic Act (26-1-2.J. NMSA 1978) and the Controlled Substances Act (30-31-2.R. NMSA 1978)

Medical Insurance Laws
• Together with Medical Doctors, Dentists and Osteopaths, D.O.M.s are defined in NM medical insurance law as Practitioners of the Healing Arts. (59A-22-32.B.(2) NMSA 1978)
• Non-discriminatory coverage of D.O.M.s by Indemnity Health Insurers is mandated. (59A-22-32. NMSA 1978)
• Full freedom of choice of unrestricted services within the scope of practice by D.O.M.s is mandated for Vehicle Insurance. (59A-32-22. NMSA 1978)
• Health Maintenance Organizations (HMOs) are mandated to include D.O.M.s in their provider panels. (59A-46-36. NMSA 1978)
• Non-discriminatory coverage is mandated for D.O.M. services by Nonprofit Health Care Plans such as Blue Cross Blue Shield. (59A-47-28.2. NMSA 1978)
• Managed Care Organizations must not discriminate against D.O.M.s serving as Primary Care Providers. (13 NMAC 10.13.9.1.1)
• Under Workers Compensation law D.O.M.s are defined as health care providers and their services are reimbursable. (52-1-49.A. and 52-4-1.L. NMSA 1978)
• D.O.M. services may be reimbursable by Medicaid. (27-2-12. NMSA 1978)

What is Oriental Medicine?

Oriental medicine is a traditional, evolving, holistic healthcare system that integrates the art and science of diagnosing, treating, prescribing for, curing, and preventing physical and mental disease, relieving pain, and preserving and improving physical, mental, emotional, spiritual and societal health and the healthy ecology of the planet through the application of an understanding of balance, harmony, form, function, yin, yang, qi, metaphysics, the natural sciences and biomedicine.
