The Oriental Medicine Association Annual Meeting 09-19-09
Draft Minutes

President Rob Skoog called the meeting to order at 9:07 AM.

Glenn Wilcox moved to approve the agenda as amended, seconded by Suzanne Smart and passed unanimously.

Nominations and Elections

Suzanne Barry nominated Rob Skoog for president, seconded by Suzanne Smart. Glenn Wilcox moved to elect Rob Skoog by proclamation, seconded by Larry Horton. Eight voted yes, Rob Skoog voted no.

Karla Koch nominated Glenn Wilcox for vice president, seconded by Larry Horton and passed by unanimous proclamation.

Glenn Wilcox nominated Larry Horton for treasurer, seconded by Suzanne Barry and passed by unanimous proclamation.

Glenn Wilcox nominated Suzanne Smart for secretary, seconded by Suzanne Barry and passed by unanimous proclamation.

Glenn Wilcox nominated Karla Koch, Suzanne Barry and Martin Manrique for board members, seconded by Suzanne Smart and passed by unanimous proclamation.

 

Proposed Bylaws Changes

Larry Horton moved to approve the bylaws amendments as presented by Glenn Wilcox, seconded by Glenn Wilcox and passed unanimously. These changes are:

  1. Remove “acupuncture” from the phrase “acupuncture and oriental medicine” in Article III, Section 1, Subsections A, D, E, F and I.
  2. Add “or for urgent issues” to the last sentence of Article VI, Section 7, Subsection A and Article VIII, Section 6, Subsection A.
  3. Add “Physical attendance shall be required for participation in the meetings.” at the end of Article VII, Section 5.
  4. Add “The committee chair shall register under the provisions of the New Mexico Lobbyist Regulation Act and the fee shall be paid by the association. As necessary and as determined by the board of directors, other directors may register under the provisions of the New Mexico Lobbyist Regulation Act and the fee shall be paid by the association.” to the end of Article VII, Section 4, Subsection E.

Larry Horton moved to change the third “shall” to “may” in Article VIII, Section 4, Subsection F, so that the last sentence will read “It may assist the secretary to notify all professional members of membership renewal at least thirty (30) days prior to the membership renewal date.”, seconded by Sue Swanback and passed unanimously.

Larry Horton moved to add a new Subsection G. to Article VI, Section 7, seconded by John Ross to read:
“G. All meetings whether at a physical location, by telephone conference call or by email shall have minutes recorded and approved. Approval of minutes shall occur at the next meeting. A printed copy of the minutes shall be retained by the secretary.”

Sue Swanback moved to add “or other electronic means” to the last sentence of Article VI, Section 7, Subsection C, and of Aritcle 8, Section 6, Subsection C, seconded by Larry Horton and passed unanimously.

Larry Horton moved to change the association’s name to “The Oriental Medicine Association” with the slogan “Representing and Serving Oriental Medicine in New Mexico Since 1979” and to amend Article 1 to include the new name and the slogan, seconded by Jonas Skardis. Six members voted yes, Karla Koch and John Ross voted no and Rob Skoog did not vote. Motion passed by two thirds majority.

 

Officer’s and Committee Chair Reports

President Rob Skoog spoke to a reporter from the Albuquerque Journal regarding the BAOM Rule Hearing on 09-16-09.

Treasurer Larry Horton reported that there is $1479.64 in the Association checking account and $1,007.46 in the Political Action Committee account. $761.00 is due for errors and omissions insurance.

Secretary Glenn Wilcox reported that the AOMANM letter to the BAOM opposing a number of rule proposals at the BAOM Rule Hearing on 09-16-09 was delivered.

Website Committee Chairman Glenn Wilcox reported that the new website is being created and that Michael Spottiswoode had provided the AOMANM and OMANM URLs.

 

Old Business

Suzanne Barry expressed her hope that we get together more to discuss medicine and not just politics.

Fund raising options were discussed extensively.

Improving public relations and communication with the profession by email and through the website was discussed extensively.

 

New Business

John Ross moved to direct the AOMANM to pay errors and omissions insurance, seconded by Karla Koch and passed unanimously.

Larry Horton moved that the association support an appeal to the New Mexico Court of Appeals to set aside the regulations passed by the BAOM after the rule hearing on 09-16-09 that were opposed by the AOMANM in accordance with Article 31 of the Uniform Licensing Act, seconded by Suzanne Barry. Eight members voted yes, John Ross abstained. Motion passed.

Suzanne Barry and Suzanne Smart were appointed by President Rob Skoog and approved by the members to head ad hoc Fund Raising Committee.

Glenn Wilcox was appointed by President Rob Skoog and approved by the Board of Directors to Chair the Legislative Committee.

Suzanne Barry moved to adjourn, seconded by Karla Koch and passed unanimously.

Meeting adjourned at 11:59 AM.
